Try one more thing. I think I can get it to happen consistently now.
Interact with the message, then immediately press VO-left arrow, and then press
VO-right arrow. Pressing VO-left arrow first to the header area rather than the
message text seems to then make the buttons appear.

I'm using Mail 8.0 on OS X Yosemite in the Classic view. When I open a Mail
message as part of a conversation thread and interact with it, there is the
header view on the left, then four unlabelled buttons and then the text of the
message. Does anyone know what those buttons are? If so, I'll
I cannot reproduce this. I see the headers group, which holds the usual items,
and the text just after it, and that's all. I'm not sure why I don't see what

It is happening in threaded conversations, though I don't know if that is
essential for this behaviour. It's a little flaky. Try pressing VO-right arrow
to the text, then VO-left arrow to the header area, then VO-right arrow again
and see if you come across the buttons.

I tried what you said, in a thread and a single message, and still can't
reproduce this bug. Lag or other random bugs I understand, but I can't imagine
how only some people can experience part of a user interface and not others.
I'm not doubting anyone, I just can't imagine how buttons could
