Hi,
I have a mac book air m1 with no problems with finder infact, I find it
to be faster than my intel mac mini from 2018.

I am experiencing this at times as well. I am not sure why but if I
command-tab away and restart VoiceOver and go back to Finder, it seems to fix
the problem.

This problem with the unresponsive finder has been getting worse for a while
