I'm trying to set the caps lock key as the modifier key for my screen reader
(NVDA), but it looks like OSX is grabbing it and interfering so that I can't
use capslock+keystrokes. This means I can't setup NVDA or JAWS for a laptop
keyboard since they use the capslock modifier.
