Just an FYI, this has been around ever since I first used the mac back in 2012.
Nothing new here, but definitely overlooked since it's buried within the
VoiceOver Utility. Also, it is probably used less now caps lock can be used as

Also, I don’t see how the caps lock key as a modifier has anything to do with
this subject. The caps lock key can’t launch pages or numbers for me with a
single keystroke. It can’t open safari for me, and it sure can’t tell me the
time. I am one that is against the caps lock key as a modifier
