I cannot reproduce your findings.
I have tested A T & T Wireless Visual Voicemail on two iPhones running iOS
10.01 and I can delete the messages, just as always.

Looks like Apple's broken the AT&T wireless visual voicemail part of the phone
app in iOS 10. I can't delete any of my messages. When I double tap on
delete, nothing happens, they stay right there. When I try to upload a new
