Yes it does here too, I changed it from high to low to see if I could
reproduce, no fat chance.

at permissions of com.apple.VoiceOver4 directory under Preferences under

We came across a similar problem of settings not sticking in Sierra this
weekend with a student of ours. Reinitialising the PRAM fixed the problem.
If you’re not familiar with this procedure, here’s what to do.
Shut down your Mac, then hold down the following keys: Command, Option,
