If I tap in the upper right corner of my iTouch 64, it announces the
time. I don't even think it's a button I'm tapping, so it may e that
if you tap anywhere on the screen other than on a button, you get this
behavior. I'll have to try it out after I recharge the thing.

You were actually right, but all you need to do to get the time
announcement when the screen is locked is to press the "sleep" button
at the top -- which is also the power button, and which puts the
screen into locked mode when you tap it. Some people prefer to carry
their iPhones
