dragging dock items?

Hi all, How do I drag dock items into a different order? I thought I'd just hit vo-comma to drag, then vo-period to drop. However, comma says the item is marked for drag and drop, while period actually says that I am dragging the item. Hitting any arrows, or vo-arrows, opens a context menu for
