This pertains to my complaints about missing ringtones. Indeed, the mute had been accidentally turned on. But here is a warning for all. The reason I didn't figure it out is because I could still hear the voiceover sounds and assumed that because the phone was still making sounds the mute

Sure, I can clarify alright. Her's the reason for what was happening. There has been a change in IOS7 which allows voice over soudns to be heard even in mute. You need to turn these off either in Settings/General/Accessibility/Voice Over, or, make it easy on yourself and put sounds in your
