They are always my first choice, not that I am using a mac of course.
You must choose in your subject line, your format preference for the new
file. rtf for example.

If it is a scanned document, it might have to have an OcR process done on it. I
haven't tried the print to pdf method, but I know there are online services to
do this. Robobraille is known for Braille transcription, but it also converts
image files and image pdf to readable pdf and other formats
You do have preview, though.
Look in your applications folder.
Alternatively, if you just do a command o on the pdf you want to read, it will
automatically open in preview. Then you can just read it.

What is the best way to make a pdf that is a scanned image into something that
can be read with voiceover? I don't have programs like fine reader or the
like. Is there some other way to convert it?
