The rotor is context-sensitive. So if you are not on a web page or not in a
place where a link can occur, it will not show links. On the Home Screen you
will not see links, headings, form fields, etc.

Make sure ie in focus. Like if on Safari, make sure the Web page is showing on
your screen.
