You can turn it off from the connectivity settings in the "Connect
automatically" dropdown. Then applications can still initiate connection

I lock the device when I'm away from home, and in this case I explicitly want the WiFi to 
be disabled, in effect "mostly off".

When I'm at home, I don't lock the device and I'm therefore happy for the WiFi to remain 
enabled, in effect "always on".

Isn't it possible to add an option to the "Lock touchscreen" function so that 
it also disables WiFi at the same time?

Some of us work in environments where we *have* to disable WiFi - usually at 
the same time we drop the N800 into our pockets. When at home however it's a 
different story, and the N800 doesn't allow or cater for these two different 
use cases.
