It's not. Installer is kept workable at any time.

In case a GNOME package suddenly requires itstool, then normally:
- gnome-doc-utils buildrequire can be dropped
- %find_lang should have --with-help
- remove the omf stuff
This is not a golden rule. I normally submit the package multiple times.
And usually forget to drop the gnome-doc-utils
