As I guess all new packagers make the mistake, as I did recently too;

once the mistake done; it is either package removal of adding an epoch
number (that can not be removed later)

Ok, package has been removed. You can resubmit it now.
Could you also remove the splits:
ocaml-mascot-lib-1.0beta-4.mga3
ocaml-mascot-lib-devel-1.0beta-4.mga3
