Please note that I originally reported the wrong error message (I was trying
to use the /var/log/apache2 thing on a cpanel system).
The actual error itself was
Name of View: Site unavailable
A nonrecoverable error occured. This probably means you have encountered a
bug in the system

Without knowing exactly how the install was performed, it's hard to know
whether it's a bug or whether it's just one of those incomplete
installations on MySQL.

waawaamilk as far as I have established, the error about the malformed param
was probably bogus
it was actually a nonrecoverable error
it was caused when viewing a view
that table did not exist, correct
when I installed the plugin for it, everything started working again

Can I get you to do a couple of things for me?
1) What version of PHP are you using?
2) Copy and paste the stream filters you have available
For #2, running this in a shell should do the trick
php -r 'var_dump(stream_get_filters());'
