If you are a site admin, you can add users to an institution
circumventing the invitation process, cf.
http://manual.mahara.org/en/latest/site_admin/institutions.html#members
Alternatively, if you only want to add one person to an institution, you
can do so on the accounts page, cf.

Hi Kristina,
I have tried to add users directly to an institution as per your first link,
but the option to add them is only allowed for users who have requested
memebership. If the user is has not requested memebership, the only option i
have is to invite them?

has been added to the upcoming Mahara 1.5.
