Sadly the tightening of the param_ has left a bug .. the notifications
field in the sync.php can be comma separated but comma is not part of
param_alpha set so this field does indeed need to be param_variable ..

Caching cleaned html output is a good solution for improving the
performance of Mahara system. However it does not solve this problem as
HTML outputs of some pages(views) are too big and cause HtmlPurifier
died.
