This was a mistake due to the myportfolio block_instance table been
slightly different to normal one
i had to manually drop index that was not needed now
drop index blocinst_viecolord_uix;
there is a local /db/update.php patch to handle this problem

Problem seems to be the dragged block retains it's height - so if a big
block is dragged upwards over rows that are thin they don't get 'seen'.
I've set the height on the dragged helper to be smaller in height so
that it can 'see' each row.
I never got any error messages, I just couldn't create the custom
layout. When I clicked the button, nothing happened.

An INSERT BEFORE triggers will not pass the autoincrement ID in the NEW
row (i.e. ID is an autoincrement column).
Use an INSERT AFTER trigger to get the value of NEW.ID.
