A feature request, although not exactly sure if a bug/issue
If a skin is deleted, and a skin is re-imported, the background images are also
re-imported.
This can be visually confusing for users (see attached image:
multiple_copies_images.png) as it creates multiple copies of

I feel that it needs to be changed - as the popup on focus is annoying
when adding view access options
And seen it is an easy change handled by the datepicker UI, I'll make it
only popup on the calendar icon

submitpages column is also present and that it is set to 1

While testing the code modifications I noticed, that the allowarchives
setting is ignored in group_create, if the group is of type standard,
but when you update a standard group with the same allowarchives
setting, the setting is set nonetheless (group_update doesn't check for
that consistency).
