Thanks for reporting this bug!
I'm not able to replicate this problem. The intended behavior of Mahara
is that the rich text editor is not available when you're a logged-out
user. This was implemented in Bug 1259373, for Mahara 1.9.

When a user adds a blog block to a page where the blog block setting is
to full copy any embedded images are not copied.
To test:
1) User A edits their blog description and embeds an image in the
description field.
2) User A then adds a blog block to a page (Page A) and pic
