Looking further into this:
The $_POST data has the correct comment id but the $values data being
passed to delete_comment_submit() contains the value for the first
delete button - so need to find out why the submitted value ($_POST) is
not being assigned to the element on post submission

Currently, "make minaccept" checks the code style of all changed lines
in the latest git commit. This is usually a good thing, but falls down
when a third-party library is added which doesn't follow Mahara's code
