institution id rather than name) + owner type, either

When we were dealing with Bug 1515929 we decided not to make the site
die when get_record returned more than one row. In that case it was fine
as the multiple rows were effectively the same data.
In the case of fetching a view by it's urlid we still need to make the
site die

We aren't currently using the "tinymce.jquery.js" file (it just was
included in the standard TinyMCE download, and I didn't remove it). So
this issue has not caused any bugs yet, and will not unless we start
using it.
The main thing that tinymce.jquery.js provides, is that you can load up

released a fix for in Mahara 15.10.1.

You are correct, that's functionality Mahara is currently lacking, and
it's something that it would be nice to have, for the specific reason
you described. Especially since we allow this kind of edit-once-change-
everywhere functionality for virtually every other type of Mahara
artefact
Apparently the HTML exports now have CSS again, but they aren't using
the selected theme. They're displaying the "raw" theme again, which was
the complaint at the beginning of this issue. So, I'm re-opening it.
