1) Go to Configure site and make sure that Site setting -> Country = No country
selected

For things that are editable/deletable we tend to have a convention of
using a button group where the delete button is the right most button.
But in some places we have the delete button the left button and or we
don't use the button group

>From what I can tell about the moodle tool_crawler plugin it goes and
finds broken links and then alerts the admin/course admin about them.
Am I right in thinking the content it checks is generated by
admins/course admins?
If so this is different to how Mahara works where the content is student

I suspect the only thing that wouldn't be overlooked would be a modal
that would require a conscious decision, but then we'd have a modal on
top of a fly-out.
