Maybe not a bug, just a way things get displayed.
The file that shows the topics is:
theme/raw/template/group/topicrows.tpl
On line 14 the date format is specified.
it reads: {$topic->ctime|strtotime|format_date:'strftimerecent'}
strftimerecent can be changed to show the desired date:
