I think the description in that file is probably fair. I suspect the use
case is where all your users authenticate against the same source. So -
typically - one Mahara, multiple Moodle's, direct login to Mahara, all
of which are authenticating against a common LDAP server.

On further thought, for many of these we should also consider whether it
would make sense to add a UI front-end setting for them. The ability for
users to pick their theme, for instance. There's no compelling reason
why that should be restricted to a hard-coded setting in config.php.

Actually, most of them are already documented in lib/config-
defaults.php. So, a simpler option would be to put a reference to
config-defaults.php into config-dist.php. And then make sure that
config-defaults.php is up to date.
