An update on this. The fix that was finally committed (under change
2887) was as follows:
- If an institution chooses the 'site default' theme, then the institution
option to pick dropdown menu is disabled.
- If they choose another option then the dropdown menu option is enabled again.

There is a problem. If we make it that the Institution's "drop down nav"
checkbox always overrides the site's "drop down nav" checkbox, then
there is no need to have the site-level checkbox. The site setting will
have no effect except on users who are in "No institution", and possibly
users who hav
It is confirmed that the drop down menu option remains active when
changing from any theme to a default theme
