Public bug reported:
We need to know the institution's short name for SmartEvidence
frameworks when they are to be restricted to an institution and also for
web services as per bug #1470877. The shortname is set automatically and
cannot be changed once created.
It should be displayed on the institution's settings screen
/admin/users/institutions.php?i=shortnameofinstitution as non-editable
text.
