Some standards / uses of SmartEvidence may require that the same
standardelement is associated with multiple standards as they are the
same. So instead of repeating them in the file multiple times, it would
be a nice shortcut if they could be associated to multiple standardids
in the file so that the JSON then takes care of putting multiple copies
into the database.
