Adding language packs via the Admin section was introduced to Mahara in
22.04 (https://bugs.launchpad.net/mahara/+bug/1884717)

After discovering this bug
(https://bugs.launchpad.net/mahara/+bug/1970286) during 22.04 release
testing, it occurred to me that if site admins are managing langpacks
via the frontend, they will want to be able to remove them from the
frontend as part of the above feature, rather than figuring out how to
do this or where to find them in the dataroot for removal.
