[Mailman-Users] Moderation Bit ?

Hopefully, someone can answer this for me again. I don't set many lists up and thought I had saves what I'd been told once before :( When people subscribe to my list, the moderation bit isn't set, but I'd like the members moderation bit to be set by default. I can't find where to set
