[Mailman-Users] No footers for subscribers that are non-digest

OK this one has baffled me. We have set up a custom footer, for both non-digest and digest messages When users send out messages to the list, non-digest subscribers receive no footer. Digest subscribers see the footer though. In mailman/bin I can run ./dumpdb ../lists/cassie-tips_listserv3.dak
