You can't receive a notice of every post held for emergency moderation
without modifying the code in Mailman/Handlers/Emergency.py.

The daily notice to the admin is sent by cron/checkdbs. You can adjust
the schedule for this job in Mailman's crontab to run it as frequently
as you want.
