It's not a .tar.bz2, just a .bz2
cd foo/bin (wherever mailman's scripts, i.e. newlist, reside)
bunzip2 ~/newlist-auto.patch.bz2
patch -p1 ~/newlist-auto.patch.bz2
Season to taste.
