The only other thing I can think of is your own preferences. Check your
individual settings in 'My Account' to be sure the separate notifications are
turned on for the correct status values.
Is this new behavior or has it been happening always ?
I would also make sure you have no email settings in your config_inc.php that
are causing overrides by mistake.

If you are an administrator you should just have to check the boxes down the
administrator column of the E-mail Notifications configuration. Then you
should get all the mail on any changes. The one I think that is related to
reported is "Status changes to 'new'". But I don't remember since I get all
the mail, and have been for years !
