MantisBT 1.2.4 is a security update for the stable 1.2.x branch. All

1) create all of your projects as Private. This means that users must be added
explicitly to each project. Public projects are visible to all.

I've found the Mantis way to disable the view status change in Manage /
Manage Configuration / Workflow Thresholds / Set view status (public vs
private), and set the $g_default_bug_view_status to VS_PRIVATE. Now the
