the bug ID is a number that is automatically incremented for every bug.
You cannot add any characters to it out of the box and I think it would be
some effort do add such a feature.

From what I can tell the bug id is being generated on the fly by MySQL.
You can probably write a simple store procedure (if MySQL 5) to generate
a customized bug id.
