It sounds like a required Dll is missing.
Try using Dependency Walker:
http://www.dependencywalker.com
With Depency Walker, open the file:
C:\Program Files\MapGuideOpenSource2.0\Server\Bin\FDO\PostGISProvider.dll
It should tell you what dll's are missing.

I am using MapGuide Open Source and I am testing my install using the
samples.
For the Sheboygan sample I can view in the browser all of the samples in the
Layers, but can't view any of the FlexibleLayouts.
When I view the flexible laysouts I get a box with the message
"configloaderror".

When I click on http://server:8080/mapguide/mapviewerjava/bufferui.jsp it
goes!
But when I try to launch jvaviewersample.jsp, the server launch an
