Folks, I'd really encourage you to try Maestro 2.0. I've been using it
full time over the last couple months and am extremely happy with the
improvements that Kenneth has worked hard to put into it.
The theming and expression editor are great new features (I love the
Color Brewer support)but in my

by adding the hyperlink to the maptip, and manually adding the target
when concatenating the maptip together with the link.

a more thorough translation.
If you have a non-comitted translation of Maestro,
you cannot use it with 2.0.
Fortunately I have provided at tool that converts about 95%
of the translations from the previous version to the new system.

The answers is no, you can't. You cannot supply a target on each layer,
so there is no way to determine which layers should open in another window.
I have used a workaround, that consist of always opening in a hidden frame.
