Your code is calling Open() on the map before calling Save(). The order
should be reversed.

problem with my Apache/Tomcat.

Briefly, you have to switch to MapGuide Server version 2.2 that load FDO
3.5.
With FDO 3.5 you can use PostgreSQL Provider (instead that PostGIS Provider)
to load your data.
