Further to my question and continued problem with layers I can add the
following.
I uninstalled Mapguide 2.4 and deleted the repository etc. I installed 2.2
and reloaded my package file from my 2.2 production server. I could access
and use all my data sources and layers as expected.

I have a fusion site situated in
OSGeo/MapGuide/Web/www/fusion/templates/mapguide/TEST. Do I need to have the
bin folder (dll files) or webconfig.ini file located within my TEST folder?
The site runs without the bin folder and webconfig.ini.
I have noticed that IIS fails the odd time due to a w3w
the logic used for palette preservation (based on layers defs)

But i really would like to see how it reacts on a big tiled map full of
colors.
The mapserver quantization looks pretty good. It is possible that we dont
need it.
