Are you running Mapinfo 11.5.2? After doing a quick Google search, I found a
document on the 11.5.2 release notes that explains this update adds proper
support for OGC compliant WMS servers.

Hi,
I´ve found this thread because of a similar problem.
We (City of Helsingborg) are running AIMS 2013 on IIS and are having problem
regarding the WMS service. Some WMS-clients such as TileCache.org, FME, Udig
seems to work properly but when using MapInfo och AutoCad Map 3D we
encounter errors.

Change the following line in your webconfig.ini to read like the following:
CITEWmsEnabled = 1
Restart Apache and everything should be good.

First of all check at Site Administrator if mapserver is listening on right
adress and port:
http:///mapserver2013/mapadmin/wmsproperties.php > Configure
WMS.
The Server Name field should contain FQDN or ip address of the server
including port for web service, eg. 192.168.111.18:
