without installing PostGreSQL on your machine.

MSVCR80.dll is the Microsoft Visual C runtime:

Dependency Walker says the system cannot find the following files LIBPQ.DLL,
MSVCR80.DLL, DWMAPI.DLL
Where do I get these files and where must I put them on my system.

Try using Dependency Walker:

With Depency Walker, open the file:
C:\Program Files\MapGuideOpenSource2.0\Server\Bin\FDO\PostGISProvider.dll
It should tell you what dll's are missing.
