It could happen while somewhere else, but the files have a three byte
UTF-8 Byte-Order-Marker (BOM).
MapGuide does not handle such a BOM correctly, and I have written a bug
report for it:

Can you post the Xml somewhere for verification?
I have seen a similar error once, when I managed to insert a broken xml
file as the header.
I fixed it by deleting the folder, and inserting the correct Xml.
