I solved it. I installed the proper locale and fonts! The annotation and
properties can be shown proper language now. Thanks.

If you're talking about labels of layers in the Legend, you would have to
manually translate the legend labels of the layers and groups in your Map
Definition. Map Definitions (and any other resource for that matter) are not
locale-aware.
