The error I was getting in the Event Viewer in Windows said the following:
The Apache service named reported the following error:
[Thu Jul 12 15:43:33 2012] [notice] Disabled use of AcceptEx() WinSock2
API .
I commented out the Win32DisableAcceptEx and now the server runs skookum.

Just a note for people installing 2.4 RC1 on WIN32bit.
You will have to comment out the line in the httpd.conf file if you install
Apache.
#Win32DisableAcceptEx
or you will not be able to run MapGuide...

Sorry, uninstall/install that's the only supported way.
Uninstall only removes the files it installed, so your custom applications
(under www) and repository data will still there after uninstall.

Limitation is such a dirty word. Here's what AIMS has *in addition* to MGOS
- 100% native DWG support through FDO. No more of that publish to DWF or
export DWG geometries nonsense.
- A solid raster FDO provider (supports your ECW and MrSID among others)
- Autodesk's own Oracle FDO provider.
