You need to make sure that a /var/lock/mgserver directory is created before
starting up the MapGuide Server.
That directory is made as part of installation, but is cleared on reboot on
most Linux systems. You can edit mgserver.sh/mgserverd.sh to make this
directory before running mgserver.
