I have no idea about the aspnet_regiis problem, I have never seem that
myself.
You can use Visual Studio Express if you prefer, there are no issues
that I'm aware of.

You need to remove the reference from within Visual Studio.
When you re-add the correct version, it will automatically update the
file when you press F5.
