Unfortunately, the current map scale is not available as a contextual FDO
Expression function (like MAPNAME(), FEATURECLASS(), and other such
functions)
Definitely a useful enhancement to have.

Hello,
Thank you everyone for your ideas on how to make sure that labels inside a
polygon. It seems that the best option is to use expressions for various
scales such as Area2D(Geometry) 2.
To avoid setting up several scale rules for labeling, Is it possible to get the
current map scale
Also, don't be afraid to use MAPSPACE when setting labels at various scales.

This will fix the size of the text to a permanent size so it will always fit
the way you want.
