An just after my post, and idea occurred to me.  Funny how after explaining 
a problem the answer presents itself.  My VB form with the key  map has two 
windows on it.  The key map, which is visible, and the street map used to 
produce the layout, which is invisible.  Zoom and Pan are window commands, 
and I need to tell MapInfo which window to zoom or pan.  I inserted a Set 
Window command with the "Front" parameter and the hWind of the key map 
window in my VB forms Activate event procedure.  That seemed to solve the 
problem.  Thanks for the consideration all the same.  Also if any of you 
have a more eloquent way of accomplishing the same task, please feel free 
to enlighten me.
