A remark on "the rest of the world gets a free ride": Yes, you are absolutely right, Cliff! The American People paid for GPS and as external effect, European, African, Asian or Australian citizens are in the fortunate situation to use this public good without spending money for it. But please consider that the American Gouvernment freely decided to establish this system, knowing about this implication.
